Opportunity Information: Apply for NOIP18AC00071

The PLC Coal Vein Trail Rehabilitation - THRO opportunity (Funding Opportunity Number NOIP18AC00071) is a National Park Service cooperative agreement under the U.S. Department of the Interior focused on hands-on youth development and on-the-ground trail improvements in Theodore Roosevelt National Park. Built on an existing master cooperative agreement (P15AC00017) between the National Park Service and the Montana Conservation Corps, the project is designed to promote education, job training, responsible citizenship, community involvement, and stronger understanding and conservation of natural and cultural resources. In practical terms, it pairs a conservation corps-style youth crew with specific trail rehabilitation needs in the park, while also weaving in structured learning through tours, talks, and stewardship-focused programming delivered by NPS staff.

The work takes place on the Coal Vein Nature Trail in the South Unit of Theodore Roosevelt National Park and targets roughly 500 feet of unpaved trail and associated disturbed areas. The scope is very task-specific and centers on correcting damage from erosion, wet conditions, and informal visitor-created paths (often called social trails). Key deliverables include widening 185 feet of trail to improve durability and visitor flow; restoring 210 feet of vacated or social trail back toward natural conditions using vertical mulch techniques (placing cut branches and natural debris upright or layered to discourage use and help the site recover); repairing 40 feet of tread surface; and building a 30-foot puncheon or bog bridge to protect wet ground and reduce rutting and resource damage. Additional stabilization and safety measures include installing 10 check steps to manage grade and reduce erosion on slopes, installing 6 check dams for drainage and sediment control, and filling about 12 square feet of sink holes. The project also includes minor brush clearing where vegetation is encroaching on the corridor, installing 4 directional signs to guide visitors and reduce off-trail travel, and removing 11 obsolete or unnecessary trail structures such as old sign posts and water bars that no longer serve their intended purpose.

Staffing is structured around a small field crew intended to provide meaningful training and supervision. The recipient is responsible for providing two experienced trail crew leaders and five youth trail crewmembers who will carry out the work. Beyond labor, the recipient also handles logistics that make the project possible, including transportation to the park, daily transportation between the camp location and work sites, providing the necessary tools, and covering administrative support for travel and living expenses. The work itself is intended to give youth participants practical experience in core trail skills such as rebuilding tread, installing check steps, shaping or restoring drainage features like water bars and other erosion controls, placing aggregate where needed, trimming vegetation back from the tread, and constructing the puncheon segment.

The National Park Service role is both operational and educational. NPS commits to providing a camping location with access to water, showers, restrooms, and shelter from weather, along with a detailed overview of the desired rehabilitation outcomes so the crew understands the park standards and the site-specific goals. NPS also provides a safety briefing tailored to local hazards, specifically noting risks like snakes, bison, and thunderstorms, and supplies a park radio for emergency communication. A notable component of this agreement is the education and stewardship element: NPS will provide cultural and environmental programming, such as park tours, interpretive talks on park history, and related educational sessions aimed at connecting the trail work to broader public-land stewardship. The park also provides natural materials needed for the project, which supports using on-site or appropriate local resources for items like vertical mulch and other naturalistic rehabilitation methods.

In terms of outcomes, the project is meant to leave the Coal Vein Nature Trail safer, more sustainable, and easier to follow, while reducing the impacts of informal parallel routes. By the end of the effort, approximately 500 feet of vacated trail is expected to be restored toward its natural state, and the existing trail alignment should be widened and stabilized to support safe visitor use and reduce ongoing erosion and resource impacts. From a broader perspective, the grant is structured to accomplish two things at once: measurable trail and habitat rehabilitation in a high-value national park setting, and a workforce-development experience that encourages youth participants to stay engaged in conservation, public service, and protection of natural, cultural, and historical resources.

Administratively, the opportunity is categorized as discretionary and uses a cooperative agreement instrument, reflecting that NPS expects to be actively involved in project support, oversight, and education rather than simply issuing a hands-off grant. The CFDA listing is 15.931, with an award ceiling of $30,000 and one expected award. The posting was created December 28, 2017, with an original closing date of January 7, 2018, and eligibility was listed under an "Others" category as described in the opportunity’s eligibility clarification field.
