The fund is intended to cover a one-time need, so it will not support multi-year projects; however, it can be used to lay groundwork that could later support longer-term programming. The project performance period is 12 months and was expected to begin around July 2021.

Proposals had to be brief (no more than three pages) and budgets could not exceed USD 25,000. A key programmatic threshold is that at least 50 percent of the project beneficiaries must be refugees, ensuring the award is primarily directed to refugee needs rather than broader community programming.

The required proposal content was specific and structured. Applicants needed to include basic organizational details (name, current funding support, and point of contact information), a project title, and a clear project location. Location documentation had to include a map showing how to reach the project site from a major road, which signals the embassy's interest in practical accessibility and verification. Proposals also had to identify the refugee population to be served, the number of direct beneficiaries, a concise statement of need (maximum 200 words), and a project description explaining how the work would be implemented (maximum 300 words). In addition, applicants had to provide measurable goals and objectives and a budget showing major expenditures with a breakdown, including the amount the organization itself would contribute toward the project.

Applicants also had to provide supporting documents as separate attachments. These included a detailed history of the organization and the project (when it started, accomplishments to date, community contributions, and how the community supports the work), reliable contact information including at least one cell phone number, and bank account details for the organization or project. A standalone Code of Conduct was mandatory and had to align with the UN Inter-Agency Standing Committee (IASC) recommendations on preventing sexual abuse and exploitation. Any proposal missing a compliant code of conduct was automatically ineligible.

On the compliance side, organizations needed to be registered in SAM.gov and be able to provide a DUNS number (the notice advised applying early to avoid delays). The announcement also highlighted that the embassy would not provide pre-consultations for questions already addressed in the Notice of Funding Opportunity (NOFO), and that officials would not discuss the competition with applicants after submission until the review process was complete.

The fund also does not support abortion-related facilities and services, luxury goods, gambling equipment, unsafe/toxic products, or assistance to individuals or entities involved in illegal drug trafficking or terrorism-related restrictions.

Additional restrictions address procurement and national security requirements, including a prohibition on using grant funds for certain covered telecommunications and video surveillance equipment or services. Specifically, the notice bars procurement or contracting for covered equipment or services tied to companies such as Huawei, ZTE, Hytera, Hikvision, and Dahua (including subsidiaries/affiliates), and includes broader language covering entities reasonably believed to be owned or controlled by a covered foreign country under applicable U.S. government determinations.
