The U.S. Embassy in Lusaka, through its Public Affairs Section (PAS) at the U.S. Department of State, is offering funding under its Public Diplomacy Small Grants Program through an Annual Program Statement (APS). This APS lays out what kinds of projects the Embassy wants to support, the themes it considers priorities, and how to apply. Applications were accepted on a rolling basis with set review cutoffs of December 31, 2020, March 31, 2021, and June 30, 2021, timed so awards could be processed before the U.S. government fiscal year ended on September 30, 2021.

The program is aimed at Zambian non-profit and non-governmental organizations proposing projects that advance U.S. goals in Zambia. The Embassy is looking for initiatives that strengthen mutual understanding of the United States and support democratic governance, inclusive economic prosperity, and peace and security. In practice, that can mean encouraging participation in U.S. exchange programs, highlighting experiences and lessons learned from U.S. exchanges, sharing U.S.-informed models and ideas, promoting U.S. culture and values, or otherwise improving public understanding of the United States. Proposals are expected to explain this U.S. component explicitly rather than treating it as an optional add-on.

The Embassy also places strong emphasis on results and accountability. Competitive proposals are expected to define specific anticipated outcomes, indicate when those outcomes should be achieved, and explain how the Embassy can measure progress. Award recipients should be prepared for ongoing performance reporting and should expect Embassy monitoring, including possible site visits by U.S. Embassy officials to track implementation and results.

In terms of what the Embassy is most interested in funding, priority areas include disability inclusion (including through sports, civic participation, and economic activity), political awareness and participation (especially among youth), civic education and youth engagement in democratic processes, volunteerism and community service, and using film or the arts to promote democracy and accountability. Other key priorities include strengthening press freedom and independent media, improving media professionalism through journalism training, and efforts to combat corruption. The program also invites projects focused on empowering women and youth, supporting entrepreneurship and business development, advancing human rights, and promoting sports diplomacy or shared interests in sports. Another targeted area is increasing the number of Zambians pursuing higher education opportunities in the United States.

Several limitations are clearly stated. The program generally does not look favorably on proposals that are primarily focused on holding conferences. Eligibility is restricted to non-profit and non-governmental organizations in Zambia; individuals, companies, and for-profit entities are not eligible.
