The National Climate Adaptation Science Center Program (NCASC) Notice of Funding Opportunity (NOFO) is a U.S. Geological Survey (USGS) cooperative agreement competition to select an organization to host a USGS Climate Adaptation Science Center (CASC) for the Midwest region. Eligible applicants include state governments, local governments (including county and city/township governments), special district governments, independent school districts, public and state-controlled institutions of higher education, private institutions of higher education, federally recognized tribal governments, tribal organizations (including those not federally recognized as governments), and nonprofits (both 501(c)(3) and non-501(c)(3) organizations). Federal agencies are not eligible to apply for or receive funds through this cooperative agreement; however, federal partners may collaborate in carrying out work, with the expectation that any federal involvement would be supported through other appropriate mechanisms rather than through this federal financial assistance award.
Applicants may apply either as a single institution proposing to serve as the CASC host or as a host institution submitting a proposal that includes additional consortium partners. The opportunity makes it clear that consortium partners are optional, not required, and should be included only when they have a clear, substantive role in the Center's strategy and operations. Examples of meaningful consortium participation include providing faculty expertise, supporting graduate students or postdoctoral researchers, and contributing tangible capacity to deliver research and other activities aligned with the CASC science agenda.
