The purpose is to strengthen Albania's national and local capacity to prevent radicalization and violent extremism by giving a small cohort of Albanian stakeholders direct exposure to U.S. approaches, institutions, and community-based prevention models. The program is intended to support implementation of Albania's CVE Strategy and Action Plan by improving how government and civil society plan, coordinate, and evaluate CVE work in partnership with communities, religious representatives, and the private sector.
The proposed program targets eight participants total, drawn from Albanian government officials and civil society leaders who are actively involved in CVE efforts. Over the three weeks, participants are expected to examine how the United States organizes CVE-related policy and practice across different levels of government and in collaboration with non-government actors. A major emphasis is learning how multi-agency, community-based responses are designed and carried out, with attention to coordination mechanisms, practical program delivery, and methods for assessing whether interventions are working.
The content is meant to be broad and hands-on rather than purely academic. Proposals are expected to include structured visits and meetings with U.S. government agencies and local partners that work in prevention-oriented spaces such as law enforcement-community engagement, education, religious and interfaith initiatives, workforce and job training programs, and services or opportunities for disadvantaged youth. The goal of these site visits is to learn concrete best practices for reducing the risk factors associated with political, religious, and gender-based violence, and to understand what prevention looks like at the federal, state, and local levels. The program should also create opportunities for direct conversations with community leaders, business representatives, and government practitioners who can explain how local CVE initiatives are developed, funded, communicated, and sustained.
Another core element is learning models for engaging influential community voices in ways that reduce susceptibility to extremist narratives. The opportunity specifically highlights engagement with interfaith leaders, women, and community activists, alongside other local stakeholders, to better understand how messaging, trust-building, and community resilience can be strengthened. This includes examining approaches to changing the narrative around violence, strengthening social cohesion, and building partnerships that can respond early to emerging risks.
In addition to exposure visits, the NOFO calls for tailored capacity-building training aligned with the needs of CVE policymakers, practitioners, and civil society actors. The training topics explicitly include: designing national CVE strategies and action plans; using evidence and evaluation in the design and assessment of CVE policies and projects; developing and managing multi-agency and community-based responses; addressing radicalization dynamics at the local level; and building strategic communication and counter-messaging capabilities. In other words, the program is expected to blend learning from U.S. experience with practical skill-building that participants can apply directly back in Albania.
The program was planned to take place during FY 2018 and must include Albanian-to-English interpretation during visits, meetings, and workshops so participants can fully engage with hosts and training content.
