Opportunity Information: Apply for PAS AR200 FY19 04

The U.S. Mission to Argentina is offering a discretionary grant opportunity called Empowering Women Leaders in Argentine Labor Unions (Funding Opportunity Number PAS AR200 FY19 04) to strengthen the role of women inside Argentina's labor movement and, by extension, increase women's political and economic participation nationwide. The program is built around pairing established, recognized women union leaders with younger female union delegates from across the country in a mentor-style model. The central idea is that experienced leaders who are already pushing for change within unions will help train and guide a new generation of women delegates, giving them practical leadership tools and helping them gain visibility and confidence within union structures.

A key purpose of the project is union modernization and institutional strengthening with an emphasis on democratic governance. Embassy Buenos Aires is looking to support better union administration by promoting democratic concepts, transparent practices, and modern operational approaches, while also ensuring that women are empowered to take on decision-making roles. Participants are expected to receive training delivered by local experts and U.S. experts, with content that connects leadership development to real-world union administration and public policy engagement. The training is intended to expose participants to U.S. models of women's political empowerment and policy processes, so they can adapt relevant ideas to the Argentine labor context.

The Embassy will play an active role in shaping the program. It will provide the names of participating women leaders and delegates, and it will also suggest speakers and discussion topics. The initiative is also designed to connect participants to other Embassy-supported networks and programs, including counterparts involved with programs in the Argentine Congress, the Young Leaders of the Americas Initiative (YLAI), and the American Chamber of Commerce in Buenos Aires and Cordoba. This networking component is meant to broaden participants' professional relationships beyond their unions, helping them build cross-sector ties that can support long-term influence and collaboration.

The project is envisioned as a multi-stage effort lasting up to three years, from initial design through final reporting. It includes a follow-on component developed in partnership with Meridian International Center that may involve travel to the United States. Through that add-on, selected participants would meet U.S. peers, expand networks, and learn from U.S. business models viewed as relevant to economic prosperity and organizational effectiveness. Up to ten participants will be selected jointly by the Embassy and the grantee to join this U.S. travel component, while the overall program is expected to engage up to 60 participants nationwide, meaning the grantee must be able to recruit and implement programming across Argentina rather than focusing on a single city or region.

The selected grantee will be responsible for designing, developing, and implementing all stages of the program in close consultation with the U.S. Embassy in Argentina. This includes building a detailed workplan and curriculum, coordinating activities and speakers, managing logistics, handling the full budget, and completing required reporting. Program activities are expected to be hands-on and interactive and must include meetings, immersive experiences, brainstorming sessions, workshops, and training opportunities. The opportunity also allows for virtual consultations and visits by U.S. speakers, which gives flexibility for incorporating international expertise even when travel is not practical.

Eligible applicants are accredited nonprofit, non-governmental organizations (NGOs) based in either the United States or Argentina. The funding instrument is a cooperative agreement, indicating the Embassy expects substantial involvement in the project as it is carried out. The award ceiling listed for this opportunity is $250,000, and it is categorized under Employment, Labor and Training (CFDA 19.040). The original closing date for applications was November 17, 2019.
